Utility upgrade for a Clemson neighborhood

The city of Clemson is to receive $600 thousand to upgrade water service in its Redhill neighborhood.  The money is a block grant announced by the state Department of Commerce.  The South Carolina Community Development Block Grant (CDBG) program awards grants bi-annually to help municipal governments improve economic opportunities and meet re-vitalization needs. To qualify for CDBG money at least one of the following three objectives must be met:  Benefit low-to-moderate-income persons; help to prevent or eliminate slum and blighted conditions; and meet other urgent needs where conditions pose serious and immediate threats to public health and welfare and where other financial resources are not readily available.
