The “keys” to Harper’s Plaza to pass soon

Lots of noise could be heard yesterday afternoon emanating from the Harper’s Plaza construction work in downtown Seneca.  And from the vantage of a city hall window across the street, two city officials looked out with interest.  The words of Scott Moulder, city administrator, “Getting close” indicated that in the next month or so the city can expect to officially receive from the contractor the work underway to convert the condemned former department store building into what Seneca sees as a keystone to the revitalization of the downtown.
