Seneca to enter arbitration with “FEMA”

At the city administrator’s recommendation, Seneca last night chose the arbitration route with “FEMA” — the Federal Emergency Management Agency — to resolve the city’s appeal for $9 million to complete the costs incurred by the city’s utility department as the result of the EF3 tornado three years ago.  It means Seneca will employ an outside law firm to represent it during hearings with FEMA arbitration specialists.
