Obstacles in the way of designated bus stops

The newly available annual report on the city of Seneca addresses what’s stopping the establishment of designated bus stops along the routes of the city’s bus passenger routes.  Page 15 of the report states:  “There are several obstacles to establishing bus stops along the CATbus Routes.”  Based on the results of the most recent census, Seneca remains a rural system.  Had the city qualified for an urban designation, then the need for established bus stops would have been created and the city would have qualified for funding to build them.  As it is, the report continues, “…our continuance as a rural system for the next ten years means that we will have to request capital improvement funding from SCDOT and FTA, and we will have to provide local match for the development of bus stops.  Therefore, it would be beneficial to include a line item for transit stop local match in our coming capital improvement plan.”
