Newcomers add to Westminster’s quality of life
A birthday cake will be cut Saturday afternoon to celebrate Westminster’s 149th year. And Mildred Spearman promises that next year, for the 150th, there’ll be big doings including the opening of a time capsule that was buried 50 years ago.
