New housing developments proposed in Westminster

When it came to two applications aimed at building new housing in Westminster, the city planning commission approved one of the re-zoning applications.  On the second, the planning commissioners were divided 2-2.  A fifth member’s vote could have broken that tie, but Chairwoman Sandra Powell abstained due to a connection with the applicant.  Approved by the commission was an MFR (multi-family residential) zoning classification on 11.5 acres on Highland Avenue.  There Jonathan Terry is pursuing plans for affordable (market-rate) single and duplex housing.  The approval is subject to ratification by the city council.  The Hope Comeunity bid for an MFR at 115 Riley Street, the city’s former recycling center location, resulted in an inconclusive 2-2 vote.  However, Reagan Osbon, the assistant city administrator, says the city council has the prerogative to settle the matter.  Hope Comeunity had previously briefed the city council about its project to build what’s called “transitional housing.”
