Moulder signals significant work soon at Harper’s Plaza

Representatives involved in what’s seen as Seneca’s big effort to create Harper’s Plaza downtown met for three hours Monday.  Among those meeting was Scott Moulder, the city administrator.  Moulder said also taking part were the contractor, the architect, a structural engineer, and project managers.  He predicts that the next work to look for will be the stabilization of the wall—probably between Thanksgiving and Christmas.  The city administrator said the public’s patience is appreciated, considering the way the work area looks.  But he insists:  “We are just about there.”  A new look and new features to Seneca’s downtown re-vitalization efforts is the end game for a spot downtown that, for decades, was a popular department store—the home store of a chain of 5 and 10s owned and operated by members of the Bill Harper family.
