Has the passing lane become less clogged?

Nearly one year into the law, there’s talk today at 101.7/WGOG about the state law designed to unclog the passing lane on some of the state’s heaviest traveled roads.  Call it what you will:  “Lefthand laggers” or “lefthand Lucys” as Oconeean Richard Cottingham has called it.  Driving under the speed limit in the lefthand lane of a four-lane, limited-access highway is risky and can lead to accidents when drivers following are driving the speed limit or faster.  Cottingham says he has noticed some improvement in the last year, seeing more signs for slower traffic to move to the right side.
