“Half-dead” puppy abandoned

An arrest warrant alleges that a 32-year old Seneca woman abandoned a half-dead Shepherd mixed puppy; she was later charged with ill treatment and abandonment.  Charvilla Inez McWhorter-Ivy was arrested early Saturday and jailed at Walhalla.  The Oconee Sheriff’s Office provided the following information: “After an Animal Control Deputy observed the condition of the puppy, it was decided to euthanize the puppy as the best course of action, and of course, the most humane thing to do.  The Animal Control Deputy was informed, during the investigation, that a female had called the Humane Society, stated that she had a sick puppy, and needed to drop it off.  The female was advised of the intake process and that she needed to contact Animal Control. The Animal Control Deputy made contact with the female, identified as Charvilla Inez McWhorter-Ivy, and explained to her that she could return to properly handle the situation, in lieu of an arrest warrant being obtained.  Charvilla did not return to the shelter.  Based on the evidence obtained during the investigation, the puppy was dropped off at the door of the Humane Society by a person who got out of a vehicle.  Afterwards, the vehicle left the scene.  Arrest warrants were obtained against Charvilla.”
