Cain pleads for civility in county government

As his eight years in county government close, Paul Cain of Seneca makes a plea for everyone to act civilly in government.  Disagreement is OK, Cain says, often even healthy, he believes, but everyone should be respectful of one another because not everyone agrees.  The comments were reflected by Cain, as he addressed one of his final meetings as Seneca’s member of council.  He did not offer to be re-elected in November, and he’s to be replaced January 1 by Don Mize.
