A project to change Utica’s landscape

Some of the community’s life was lost at the turn to the 21st century when Utica’s long-time textile plant closed for good.  Now, a new vision for what’s left of the building on S. 6th Street at the edge of Seneca’s corporate limits.  Members of Oconee County Council predict that a developer’s plans for Seneca Mill Lofts will change Utica’s landscape with its 400-plus apartment units.  The council did its part last night with final approval of an agreement for infrastructure reimbursement with Seneca Cotton Mill Owner LLC.
