Westminster City Council Approves Franchise Agreement and Property Sale

At a special meeting on Wednesday, the Westminster City Council approved the second reading of a Franchise Agreement with Spectrum and an Ordinance to sell the Riley Street property to Josh Thomas for $8,000. The Franchise Agreement allows Spectrum to provide cable services within the city, setting the franchise fee at the state maximum of 5%. Regarding the property sale, after an initial bid from Jonnor Investments was withdrawn, Thomas agreed to purchase the property at a reduced price, with an amendment requiring property tax payments if the project isn’t completed within 24 months. Staff and the City Attorney recommend approving the amendment and the sale contract, authorizing the City Administrator to finalize the agreement.
