Walhalla gives its answer to the sewer authority

Seneca and Westminster were waiting last night on Walhalla….and Walhalla gave its two fellow members of the Joint Regional Sewer Authority an answer. That answer came in a three-part motion authored by Councilman David Underwood. The councilman’s motion, which received a unanimous city council vote, calls on the JRSA to take the millions of dollars designated to be returned directly to the member cities and use it, instead, to work on capital projects and avoid debt that would accrue if the JRSA borrowed the money. Underwood and his colleagues are mindful that their city faces a big task in correcting problems within their sewer service area. And it wants avoid the debt payback required if the JRSA borrowed the monies instead of using monies held in reserve. Seneca’s first-year JRSA representative Scott Moulder takes the position that those accumulated funds should be sent back to the cities. Moulder proposed last week that Westminster, given its overall financial troubles, receive the first batch of refunds.
