“Split Rate Structure” received as information

Changes in the way Oconee’s largest cities pay for wastewater treatment were taken as information yesterday by the board of the Joint Regional Sewer Authority.  Chairman Scott Moulder says he wants the representatives of the member cities to take until another meeting before voting on what’s called a “Split Rate Structure” as proposed by a committee of JRSA.  At the JRSA, revenues are not matching expenses.  And whichever course is taken, Moulder predicts, the cities will pay more for treatment costs, especially his city, Seneca, which is the largest customer.  A new pro-rata share would have Seneca pay about 59% of the costs, based on flow meter data.
