Splash pad a Seneca project for another time

If and when Seneca creates a splash pad for summertime fun, it won’t go in what’s called Harper Plaza in the midst of the downtown.  Scott Moulder, city administrator, this week ruled out the downtown property envisioned for recreation green space, along with a handful of new commercial business space, as a good place for water splashing fun.  As Moulder sees it, there’s too much motor vehicle traffic on and around N. 1st and Depot streets for a splash pad to operate safely. Ronnie O’Kelley, the mayor pro-tem, was disappointed, but understanding.  O’Kelley has long wanted a splash pad for kids to cool off on hot summer days, especially since the city no longer operates a municipal swimming pool.
