Sewer refund counterproposal to “simmer”, for now

A Seneca representative to the Joint Regional Sewer Authority proposed last night that the JRSA temporarily delay his city’s share of excess sewer monies while other member cities—particularly Westminster—be allowed to receive their shares. But, for now, Scott Moulder’s proposal will be allowed, and these are his words, “to simmer” awaiting reaction from Walhalla’s Danny Edwards. The Walhalla mayor, Edwards has been vocal in questioning whether pouring millions in reserve monies back to the member cities is the right strategy when it comes to the need to fix sewer infra-structure. Moulder threw out his idea last night after sensing that Walhalla leaders are unlikely to approve a resolution that, in exchange for the monies to the cities, the JRSA would then pursue a bond issue for system improvements. He also announced his opposition to Edwards’ call for a study to determine what improvements are needed, saying he’s not willing to pay for an expensive study. In promoting the idea of allowing Walhalla and Westminster to receive their shares of the sewer refunds right away, Moulder noted Westminster’s financial situation, made worse by having to re-locate a water line in the vicinity of the roadside collapse on 123/the Toccoa Highway.
