Home developer goes to court against Seneca

A home developer will ask a judge to enforce an agreement that, according to its court filings, obligates Seneca to provide utilities to a new phase of its out of town subdivision.  The plaintiff, REB Enterprises, also seeks the Common Pleas Court to declare that the city is obligated to reimburse it for water and sewer material costs for phase three of The Crossing home development on the Bountyland Road.  REB Enterprises cites a 20-year old agreement with the city.  But, according to the plaintiff, Seneca now does not intend to make the reimbursement to cover the materials for The Crossing phase three.
