Discovered spring is navigable water worry

A city councilman at Westminster discovered a spring that runs through part of the city’s Hall Street property designated for a new recreation complex.  It means there is now a pause in going forward with the plans; however, the council agreed with the city administrator’s solution for the problem.  Unless the city can work around this it could mean one less ballfield as part of the complex. Kevin Bronson, city administrator, explained to the council that because he’d be required to sign off whether the construction of the recreation complex would not threaten a navigable waterway, it would be wise for the city to hire a professional to investigate whether there is, in fact, a body of water on the acreage that the city envisions for the project.
