Contract protection for department head

In the estimation of Westminster’s Kevin Bronson, Chris Eleazer is doing good work as executive director of the Oconee Joint Regional Sewer Authority.  However, Bronson believes that for Eleazer’s protection and that of the JRSA, the executive director should have a written contract that spells out what’s expected of him, along with the benefits that the job provides.  And yesterday Bronson suggested that such a contract could be modeled, at least partly, on the written contract that he, as city administrator, enjoys with Westminster.
