A Seneca division with Walhalla-Westminster

The Joint Regional Sewer Authority has a new budget.  It also has a striking division among the members of its policy-making board.  On the vote to set the new budget, the Walhalla and Westminster members voted yes; the Seneca members voted no. The budget passed 5 to 4.  Seneca, still hurting by slow government reimbursements for tornado repairs, had hoped the JRSA would have allowed it to phase-in its higher charge for sewage treatment over three years.
