A perplexing problem to be addressed Monday

One of the more perplexing problems that an Oconee government agency has encountered will be re-addressed Monday with a presentation and discussion. The policy board for the Joint Regional Sewer Authority has been unable to resolve how much, if any, of its reserve money to refund to the bill payers–the cities of Seneca, Walhalla, and Westminster.  The issue has been left unresolved since Seneca member Scott Moulder raised it months back.  Millions of dollars are at stake.  One of the latest debated ideas is for the JRSA to keep a maximum cash balance of $5 million and all above that returned to the member cities.  At Monday evening’s meeting there is also to be discussion the rate structure by which the cities pay to treat their wastewater.
