The office of Bob Faires, Seneca utilities director, recently vacated its ground floor City Hall location to move to a new location in the revamped Lowery Building on nearby N. Second Street.  Customers, however, continue to pay bills and conduct other business at City Hall. Occupying Faires’ former City Hall space is Ed Halbig, director of planning and community development.
