Government service agency employer Jennifer Vissage makes a return trip tomorrow night to Westminster.  Vissage, representing the SC Appalachian Council of Governments, will lead the city planning commission through a rewview of the Westminster Comprehensive Plan.  Comprehensive planning entails a community’s goals and aspirations.
