High court re-instates vote witness requirement

The Republican National Committee claims victory with a ruling yesterday that it says re-instates the witness requirement for mail-in ballots. That, says the RNC, effectively reverses an appeals court decision. Republicans are claiming victory over Democrats who they accuse of trying to defraud and manipulate the electoral system.
