Bannister’s penalty increases

A judge has ordered a former police chief to pay Westminster an additional $100 thousand dollars.  Derek Enderlin, the city attorney, succeeded today in getting Circuit Judge Cordell Maddox to attach punitive damages to what Bannister already owes to settle the embezzlement crimes the former chief committed against his former employer.  Enderlin holds out little hope that Westminster can recover the additional money, but he said that the city has been approved for the approximate $80 thousand value of Bannister’s retirement account, along with $100 thousand from the bank where the city’s former account was drained.
