On second try, budget approved

Eight days into a new government year, Seneca has a budget for Light and Water services through June 30, 2027.  City council in last night’s special meeting approved an earlier figure of $48.3 million to cover utilities, but with changed numbers reflecting the costs for water, sewer, and electric power.  Following council’s direction of last week, the proposal to create a controversial $15 dollar increase for basic water service was discarded in place of what’s called a cost-of-service formula.  By that, Seneca’s customers will pay higher rates – 4.5% more for power; 10% more for water; and 10% more for sewer.  The power increase is identical to the one approved at mid-year last year and it generated questions by mayor pro tem Scott Durham as to what kinds of power jumps will be required in the next few years and the frequency of them.  City administrator Scott Moulder says Seneca has been notified by its supplier, Santee Cooper, that it will impose a 3.7% increase this February. Last night’s vote was 7 to 2, with Mayor Ronnie O’Kelley and Councilman Dan Alexander voting no.  Alexander asked several questions and said he’ll have more that he will pose.
