60-70 temps not conducive to frozen precip

According to one weather observer, Upstate South Carolina could see a brief period tomorrow morning of patchy, light freezing between the hours of 6 and 7 am.  But any ice accumulations that might result are liable to be miniscule.  What’s in play that’ll prevent any significant accumulation on roads is the fact that in the past day and a half or so, Upstate temperature have ranged 60 to 70 degrees and there just isn’t enough cold in the ground yet to make the roads conducive to a freeze.
