Westminster utility crews are working to repair a washout that has created sinkhole conditions along Windsor Street. City Administrator David Smith says a two-to-three foot section of the asphalt street in front of Oconee Implements gave way to the pressure from below. So far, crews have traced a water leak that is channeling along a sewer line which, according to Smith, has caused the ground to erode.
